I'm not sure if this is the right place to ask so my apologies if this should be posted elsewhere.

When it comes to seeing cities at night, I noticed most of the light is coming from the street level. In SC the nightlights on buildings are fine but I always thought that lighting from the street level was lacking and what we have is a city with dark streets. My question is, is it possible to create a mod that would give the streets a glow? (not sure what to call it)
