I think there's no enough demand. Increasing it should solve your problem
As for the scroll, I don't think it's possible (although it would be useful)

You can use the mini-map to scroll more quickly (just click on it and drag it where you wnat it). as Ioan said, Your demand is too low for anything to grow. do you have some kind of mod installed that modifies the demand (or plopped a building)?
