Does zoning a lot as airport require updated controller files?

The topic pretty much explains it. I'm not very experienced with modding, so I see that some airport stuff requires updated controller files to work with other airport stuff, and want to know if such a thing is necessary for anything zoned as airport (i.e. in the LD file, not the Building:Airport occupant group), or only if trying to assign a capacity and make it functional (which I'm not trying to do)?

Only functional airports require controllers.

If you want it to appear in the airport menu, then you need the occupant group Building: Airport.
And that is automatically added if you create an eye-candy airport or runway plugin in PIM-X.

My question was when is an airport considered functional, and thus requiring a controller- if it's zoned airport in the LD file, or just if its assigned a capacity, or some other criteria.

PIM-X cannot create lots on my computer, so I set about doing everything in LEProp and Reader; building exemplars, cohorts, custom queries, etc.

Basically I just wanted to be sure I can have the zone property in the LD file set to airport without the game considering it a functional airport.

There's no need to set the Zone Property in the LD File, it has no function in-game. The LD File that comes with files made in the Lot Editor is, if I recall correctly, only used by the Official SC4 Exchange on simcity4.com, to classify uploads. It can even be deleted to save a little space if you want. The only property that will really change the zone type is LotConfigPropertyZoneTypes in the Lot Exemplar, which can be set to 0x0c for Airports.

Hmm... in my current project that's set to 0x0F, but I set the zone to airport in the LD. The hover query says zoned as airport (or is that determined by occupant groups?)

It doesn't matter what changes you make to the LD file, as it isn't used in the game.

Yes, the hover query is a result of the 0x1508 Occupant Group.
