Converting a building prop into a growable building

How do I convert a building which is currently only available as a prop into the proper format so it can be available to be the main building on a lot?

Alternatively, how do I create an .sc4desc file for an associated .sc4model file?

Download and install SC4PIM, as well as SC4PIM New Properties XML Update.
Also, download and read the SC4PIM User Guide v1.

Basic steps:
1. Place the SC4Model file in your plugins root.
2. Start SC4PIM with only that plugins root folder loaded (selected at startup of the program).
3. Drag the model to the type of growable building you want it to be (and pay attention to the filling degree).

At this stage the SC4Desc file has been created in your plugins root. ;)

Glenni uploaded his stuffpack about a few weeks ago. It contained nice residential-like lots that I think are landmarks. I want to use them for growable residentials. So I just follow your steps to be able to do this right ()what()?

Yes, and if they are indeed proper landmarks, you may open each landmark lot in PIM-X,
right-click and select Create a similar growable lot from this plopable. :)
