pictures load badly

I'm sending posting this because I have a very annoying issue when looking at pictures which are hosted off-site (example below), now this occurs at other sites too, but I have the impression it's more pronounced over at SC4D. I am sure though the cause of my problem is somewhere in my Windows 7 install (I dual boot windows 7 and mac OSX and my OSX browsers are not troubled while all my windows browsers are). I've also noticed that more picture intensive threads (eg: MD's, show us your..., etc) are more troubled by this than topics with few pictures, which leads me to suspect there's something wrong with the cache or temporary internet files. I'm more or less at a loss here, and using a different browser doesn't help any in any way. the only thing that helps is using another OS (as said above).

- Did you empty your browser cache thoroughly?
- Does the problem occur with all browsers, or just one (IE, FF, ...)?
- Could it be related to your graphics drivers?

- Yes I did, and it made no difference whatsoever
- Yes, I have it with every browser I use on windows  (I should add I use windows 7 32bit)
- How can I check wether my graphics driver is the culprit?

EDIT: I currently have version 8.15.11.8652 for a Nvidia GeForce 9700M GT
