Custom Loading Text

When the city is loading, undeaneath the line "Loading City" or w/e, it displays quirky fake-status messages. I wanna learn how to create my own set of these. What all would I need to accomplish this, and then how?

EDiT:- I am way below novice when it comes to anysort of programming. But it's a language I'm willing to learn!

Here's how I did it:

- Download an existing mod that changes these loading texts.
- Open the DAT-file with the Reader.
- Simply change the texts in the LText files.
- Have fun!

It is an easy job, and lots of fun.
After having made it just throw it into your pluginsfolder and everything is set.

Examples of loading texts I made:
- "Proving that E=mc2"
- "42"
- "Replace road textures with euro versions."
- "Applying the NAM."
- "Wasting time..."
- "Loading nothing special in particular."

When you say "the Reader", do you mean Notepad or something else? Cos' I tried opening it in Notepad before....
