I was wondering, if it is possible to create buildings that will have functional commercial stores/shops on ground floor(s) and functional apartments (residental) on upper floors, like in real life?

Only if the jobs are civic jobs, but not commercial jobs.
We once had a discussion regarding the subject, here. ;)
