The SC4 Devotion Forums are no longer active, but remain online in an archived, read-only "museum" state.  It is not possible for regular members to post or use the private messaging system, and no technical support will be provided for any issues pertaining to the forums in their current state.  Attachments (those that still work) are accessible without login.

I've been away from SC for a while (RL's been a real virgin!), but something's happened and I'm not sure what...

Used to be that the cursor was normally an arrow and I could click on buildings to get info on them - including budget tweaks for schools/clinics/water pumps/power plants/etc - but for some reason all I have now is that stupid little Win7 blue swirley circle dealybobber.  I can right-click and zoom-to whatever (which I don't remember it doing before).  Thinking perhaps something got corrupted during my negligence, I nuked the existing copy and did a brand-new reinstall from the ground up - and it's exactly the same.

Any notions on what's going on and how to get the game back running the way it's supposed to?

That's normal. Hit the / button and you can click on the buildings to get info.
