God Mode

Hey Guys, I was wondering if anyone could help me with this.  When I build my cities I like to first build the outline and then terraform around the city.  I think this is a more flexible way of doing things.  I used to use the old CTRL+SHIFT+ALT trick to get into god mode.  However, since re-purchasing the game (the reason for this is a long story involving dogs, snow and smoke) I haven't been able to use this "Cheat".  Any suggestions on why?

maybe a silly question, but have you tried the GTM Mod which allows you to use the god terraforming tools in mayor mode?
