Extending light beyond model

I am trying to build a fixture to light roads.  I have tried several configurations of omnis and spots.  When I export the model and place it on the lot then place in game,the light doesnt go beyond the model.  It doesnt even show on the base texture.  I know its possible because I have downloaded some great highway and road light lots.

Any tips?

The BAT lights do only show on the model, but not on the textures, props, buildings or beyond the model itself. You must use light cones to accomplish this.

I found deadwoods tutorial.  Sounds very tedious and a little complivated if you you dont want the Maxis standards.
