after creating a few buildings, I looked up the lot's dependencies so I can direct people to the right dependencies... both lots I want to share have simcity_1.dat and simcity_2.dat... and they are listed under foundation... all I used was base textures... I don't know why it is saying the dependencies are foundation? so, my question is foundation the same as textures?

also, I noticed (under the model itself) that there is a texure stating not found... why would a texture be not found if i created the model in B.A.T. myself... and why would the model need textures if L.E. says textures are what is on the ground?

There are different foundations when using the lot editor. A building foundation and a lot foundation. They basically change the appearance of blocky box like walls. Green Ivy for R$$$ residential or cement for industrial etc.

Some batters such as myself make custom foundations for buildings. A custom foundation would definitely be a dependency as the gamer would have to place it into MyDocs\Plugins folder.

The foundations you mention would not be a dependency requiring an additional download because they are a part of SimCity_1.dat and SimCity_2.dat, that is if I understand the question properly. Those dat files load into the game each and every time automatically.
