Can anybody please tell me the creator of this lot. i can not query it and it seem to be missing lot textures.
The lot also is a water utility.

No idea. It's not from the LEX if it's a water utility. I scanned through the industrial Mega Lots and Utility-Garbage looking for something remotely similar. I think it's time to browse through your plugins folder or your temp downloads folders for clues.

Don't bother spending hours to find a lot and where it comes from and/or find out what textures /props it uses. You can easily change the lottextures on an existing lot with the LE. If you don't/cannot use the LE, send me a PM and I will see what I can do to help.

Its DMD Public Works Center 1.5 found at Simtropolis.  Lot by Darkmatter.

I think - it's not a "DMD Public Works Center 1.5" ... - ancient simple lot from 2003 without any dependencies !!!
"DMD Public Works Center 1.5" worked with original textures from Maxis for me - I tested it with Lot Editor !!!

Well, wybs's lot looks like a perfect match to the one Shark7 linked to. So it would be an exceptional coincidence if over the span of a decade two almost identical lots were uploaded. Could happen though, by the looks of it however, it seems to be DMD Public Works Center 1.5

Try downloading it again and see if it works with an empty plugins folder.

Many thanks Shark7. That was a perfect match. I tried searching on the LEX and STEX but did not have any success.

@ Silur   could not give name of lot, place of origin or creator because it would not let me query it and did not show up in any menus in the game just what picture I posted.

@ mrbisonm  Thank you for the tip about using the LE. I would not have thought of that.

@ vortex  That would be a pretty good coincidence after a decade of original date of release.

@ jmyers 2043  been trying to recover HD problems.
