I need to make the BSC plain 1x1 grass lot to have a overhang with a diagonal.. so the extra tile is split in half diagonally . The idea is to have it flush with the seawall (see below)... how do I do this?

Best way is to turn a texture into a prop which is pretty easy if you know your way around with the Reader.

First copy/paste a 16x16 plane S3D from say the NAM pedmalls into an empty dat file. Next change its ID with the TGI editor and assign the new, diagonal texture via the mats tab. Finally render it offset with Cogeo's ModelTweaker. This thread contains some more info but it's pretty easy really.

but what I'm trying to modify is already a plopable lot (the bsc 1x1 grass lot with no props).. so will this method still work ?

Yes, first step is to turn the texture into an offset prop, once that's done you can add it to the lot like any regular prop.
