Very Low and high Demands

I use a latest CAM for few years, but today, demands of RCI drive me to crazy
Image below show what it's wrong:

Description of graph's:
- first graph is "normal" when city is connected to other built cities, but this demand unable me to create residential areas and higher stage of C/I. When I set R taxes to 0%, demand for R$ and R$$$ rises and is positive but R$$ demand is eqaul 0.
- second graph show situation when I open empty city, surrounded by empty cities (but in the same region!)
- third graph shows first graph but without CAM.

Any Ideas? I read about CAM thresholds population, i'ts about 4mln but my region contain 12,5 mln citizens!

Starting demand graphs are usually very strange. When you zone and provide infrastructure, are you still unable to get Residential to grow?

Also, have you installed the CAM correctly?

In isolated city (without bounding cities) demands are quite good until create neighbour city, demands are like first graph.

CAM installed as usual. What can I do wrong?
