i already have the latest NAM installed. I saw this video tutorial and I really want the RHW that was used for the sunken road. Where can i get this RHW?

It's not RHW, it's the default Maxis highway with a retexture mod, probably this one.

What you can do, is re-install the NAM with the custom setup option and select that texture to be installed.

Edit: Or I guess you could just download the other mod. Make sure it loads after the NAM though.  :)
