unable to import an old city

I have reinstalled simcity 4 onto my computer and have successfully imported my region but I have a city (in.sc4) format from another region that was trashed that I want to import into my current region.

When I click on import I don't see my city listed. It doesn't matter what size I click on small, medium, or large it will not show up.
Is there a way to load my .sc4 file into a program to see what may be wrong?

You could try opening it in SC4 Savegame Explorer, though I don't know if that would help you any.
