That's what I though too, although when I tried it I got snow on all the mountains.

iirc it comes with a number of options for the snowline height, including no snow at all. Alternatively you could tweak the snow line yourself. Blunder has written a guide to tweaking the terrain controller over at Simpeg, it's #1 in the guide.
