No road connection zot issue

I was playing and a no road connection zot appeared there was nothing there at all. De-zoning made it go away then it came right back , de-zoned again and same issue. Any idea what is going on?

Sounds like a variation on the immortal lot bug. Can you build / pave over the site? You might need to lookup the work-around for expunging an immortal lot.

I just wiped out the city and when I tried again without building anything and fast forwarded the time no zot appeared.
