Seaports won't update(even after cleanitol)

I tried searching for a definitive, newer answer for this, but since I haven't worn out my newbie welcome (yet) I'm opening myself to the infinite wisdom of my fellow players and legendary elders(at least as far as the game goes).

I have several BSC upgrading seaports and cargo handling facilities installed in my newer regions. Is it possible that old builds in older regions before the latest version could glitch the newer ones? That's the only working theory I have.
