Porting SC3000 building into SC4

Hi, The Wilkinson Building in SC3000 is modeled on an actual historical landmark in Philadelphia, PA. Completed in 1932 the Philadelphia Savings Fund Society Building is the 1st Internationalist Style (Art Deco) Skyscraper in the U.S. Being from the area, I'd like to add it to my city.
 
Can SC3000 buildings be ported into SC4? And if so, how?
