A new Disaster?

Some days ago I discussed SC4 with a friend who does not play the game, but works as a Urban designer and planner. As one of the best advantages of the game he saw the possibility to destroy and build in an instance. In real life there are always objections by neighbours, environmentalists and others....

Wouldn't it be more realistic if we had the possibility to have a new ordinance called the "Retired Enviromentalist"?
The retired environmentalist is the man who has all day to object against anything the city, state or neighbour is trying to change in the neighbourhood, city, region or country. He is the man who's letters make the mayor cry.
You want to build a new garage and he is your neighbour? He will object and it will take you a year to complete the bureaucratic procedures.
Your city wants to build a new residential area? He will object, because of some or other environmental ideal... Or because it blocks his view.

What would happen if you turned the ordinance on?
If you plan a new development it will take ages to make it possible.
You have to build a lot of expensive parks to be able to lay down your much needed highway.
You will not be able to terraform your mountains into new residential areas.
Your coal plant will have to be replaced by a cleaner type.
Your new industrial area will be possible after years of sweating in court...

It will be a real disaster!
Will anyone ever use the ordinance? Hardly, but it will be instructive to anyone who didn't know about real life planning.....
Maybe in return the game will give you lots of simoleons?

Unfortunately there are only a limited number of properties available within ordinances:



Everything you want to accomplish with an ordinance has to be done with these properties.

I know this is an old thread, can I have this revisited? Could we have disasters such as huge mobs or other security issues maybe even buildings that blow up or tower cranes that fall? I'm sorry its an old thread but I love the idea of newer disasters.

Has anyone noticed prisoners escaping? I think thats a disaster that you are not initially informed of.

I'm very sure that the prison and zoo things are caused by under-funding.
