Fairview, one of the default regions, has mostly small cities and a few medium city tiles on it. So I changed the configeration to 4 large cities. But when i looked at it during the game, the cities were blank with no geography. So how do I change the config and keep the geography?

With the Maxis terrains, I don't think you can, you'd need to import the greyscale and unfortunately :'(  Maxis didn't provide the greyscales with the game.

Use SC4Terraformer to import the Region. Save the image. Reformat the config file. reload the region into terraformer, then load the image, then save the city. Tomorrow, I,ll be able to give better details if you need them.

Yeah with terraformer and landscape designer..
-Open fairview with sc4terraformer
-export as .png file
-load landscape designer and open the config creator
-open the png image you created on terraformer
-fill all with large city and save into a new region folder (your documents/simcity 4/regions)
-open sc4terraformer, and open your new region you created.
-import the png image you created.
-the region its ready, save it
-open your game and save as and exit to region for to change the terrain texture.

good luck  ;)

edit: I did it and it works :D
