about growing frequency

2. I will use the No Maxis mod for some time and then remove it ?

Changing the growth stage of a building. From 1 to 3 ... or 1 to 255. As XXdita said, changing the growth stage to 255 is one way to prevent a lot (and consequently a building) from growing. I've done that myself.

But I know for a fact that changing the stage growth of a farm will have a negative impact on previously grown farms. This happens to me all the time in my rural cities as a result of my constant changing, moving, and altering of my farms. I can't say for certain that the same will happen to R,C, or other industrial type zones. It doesn't happen immediately or simultaneously. Within in the first year of game play I'll see a no water zot on my farm. Then the farm will dilapidate and turn crispy black. Then I'll pan and zoom around and bingo another one, then another.

I think there is a better than even chance that other zone types will suffer the same fate. It's an easy thing to check out. Put in the blocker, watch what happens. it won't crash your game and should have no lasting impact on your city so long as you exit without saving. In fact I may try that this evening.

Also - another thing to check and see if there is a difference between a Maxis lot (change of growth stage to 255) and a custom non-Maxis lot.

Those Maxis buildings that have already grown would still be there and be functional.
However, they wouldn't be growing anymore and the existing ones wouldn't upgrade (as if they were marked historical).

The blocked buildings will start growing again, and those that had grown earlier may once again upgrade.
