Question about growth stage and density

I was wondering about the connection between growth stage and density. Does one govern the other? For example must all high density buildings be stage 6, 7 and 8 etc or can you get stage 8 low density buildings? thanks

In the loteditor help files, it is said that stage 1-3 are low, 4-5 med and 6 - 8 high

PIMX  set density according to the height of the building, and the stage is also somehow related to the height

I hardly see a skyscrapper in a low density, however you can have a high stage in a low density if the height of the building is not that tall
