It's the Maxis Elevated Highway with an asphalt texture mod and custom lots placed along the sides of it. The custom lots have offset rendered props of the walls/signs on them. I don't know if the walls are still available. I remember seeing a download link once for them.

I think these were made by mrtnrln. He is active in at least a couple projects here and these were in an attachment to one of his posts (I think). I'll look around to see if I can find it... If he doesn't post here first, that is...
