I read the section on the stage limits (non-CAM) http://sc4devotion.com/forums/index.php?topic=2994.0 , now I have a question:

Suppose I have a residential capacity of 5 million in my region but only 1 million sims living there.  What is the maximum possible # of sims I can have living in stage 8 buildings?

a) 20% of 5 million = 1 million in stage 8 buildings?

or

b) 20% of 1 million = 200,000 in stage 8 buildings?

That percentage only sets the chance of a new building growing as e.g. stage 8...

When you have a regional residential capacity of 5,000,000 (or anything exceeding 125,267, which is the highest threshold),
you would have a 20% chance that the next R§§ building growing would be of stage 8.

Let me explain that even further...
Let's assume 100 R§§ buildings would grow in your city.
Out of them (on an average), you would get:


  • 1 building of stage 1
  • 2 buildings of stage 2
  • 5 buildings of stage 3
  • 10 buildings of stage 4
  • 15 buildings of stage 5
  • 18 buildings of stage 6
  • 29 buildings of stage 7
  • 20 buildings of stage 8

How many people those buildings would house, is completely dependent on their capacity and the desirability of the lots they appear on.
