Cam - no traffic

I am running sc4 with ruch hour, Cam, and NAM only. I have cities with no traffic, yet 80000 ppl in it. When I query a building it shows there's like 250 of 280 jobs yet when I. Route query there's no workers or like 10 in that building. My city is layed out with streets and no conjestion. City grows ok other than my C$$$ seams to not want to grow ( prob dew to no parks yet, and defitly dew to no traffic on roads) I hope I did not miss this this problem in another post. The citeis are built in a new region. Thank you for you help

It's due to a bug in the game that causes the simulator to think that the regional residential
capacity and workforce is doubled when certain RCI exemplars are available twice,
both within SimCity_1.dat and within CAM (they are an essential part of CAM).

Because of this you will have quite a number of jobs that are not taken.
Normally these would be the ones situated farthest away from your residential districts.

Luckily, thanks to the way job demand is handled, it is fully possible to have work places where nobody works...
Those will still contribute to the capacity in the region and provide tax income.
