I have recently noticed that SC4 Terraformer should have the ability to import .ter files. I have however not found any way within the SC4 Terraformer to accomplish this.

By reading that it can use .ter files, it caught my eye that the SC4T looks quite like GarageGames' Torque Game Engine, is it based on it?

Reading the code while replying, it appears that you can 'import' .TER like you can import PNG/JPG/SC4M under the 'global tools'
