This is a well known slider bug.  It is caused when you install any new version of existing civic buildings with sliders (fire, police, hospital, school, power plants, etc.).  Before you install the new lots ALL of the buildings that are being replaced must be bulldozed in game or you will get this problem.  What you must do right now is go into the game and bulldoze all education buildings and remove the files from your plugins folder.  Then, go back play the game for a couple months to make sure the issue isnt still happening and save it making sure there are no instances of the MAXIS schools or hospitals in your city because ALL of these have been replaced in the 2xRadius School and Hospital mod I released last week.

It seems I have given a bit of bad information on how to remove this issue.  This is a quote from Ripplejet which will help you remove the bug and explain the issue.

QuoteThat is a bug which is called the Phantom Funding Sliders Bug. It is triggered in the following way:

You build a civic building in your city, save it and exit.
You install a mod that changes the monthly cost for that particular civic building.
When reopening the game, the old monthly cost for the building, that is read from the saved game, and the monthly cost for the actual modded building do not match.
Eg. a funding of 50% does not end up in the same amount of simoleans funded for the modded building as for the value recorded in the saved game file.
Thus, the percentual fundings are being adjusted on a city-wide level, and the funding sliders start changing automatically.
Each month the balance is checked, and since the percentual funding never corresponds to the values in the saved game file, the fundings will continue to change till they become either 0% or 120% (maximum value).

The only way to remedy the bug is to first bulldoze all civic buildings with modded funding you may have built after you installed the mod. Note! Do not bulldoze any civic building you have built before installing the mod. That would only make it more impossible to correct the situation.

Then save and exit and physically remove (from your plugins folder) the mod that changes the funding for those civic buildings.

After this you should be able to restart your game with stable fundings. If that is the case, Congratulations! If not, oh dear...

If you still want to install a mod that changes the funding for civic buildings after this, please do remember to bulldoze each and every instance of that building anywhere in your region.

Those same instructions that jplumpley quoted also apply for all civic lots made by SimGoober.
You MUST bulldoze all exisiting ones in all your cities before installing the updated ones available on the LEX.

If you already installed SimGoober's updated lots, and have built more of them after that, and you did not bulldoze all older versions of them beforehand, you need to:
- bulldoze those you built after installing the updated lots (but not even one of those you built earlier)
- save your cities and exit the game
- remove all updated lots by SimGoober from your plugins folders and reinstall the old lots that you removed when installing them
- restart the game and (as instructed in the readme for the updated lots by SimGoober) bulldoze every single one you have built in ALL your cities
- save your cities and exit the game
- reinstall the updated lots by SimGoober and make sure all old versions are removed from your plugins folders
- restart you game and enjoy building the updated and properly modded versions of SimGoober's civic buildings

The following was written in bold red letters in the LEX description for SimGoober's educational lots:

PLEASE NOTE THAT BEFORE INSTALLING THESE LOTS YOU MUST BULLDOZE ANY
EXISTING LOTS IN CITIES OTHERWISE THE PHANTOM SLIDER BUG MAY APPEAR
CAUSING MANY PROBLEMS.

It was also clearly mentioned in the readme for the lots.

ok i've just dealt with this issue in a city now near 5 million. this city has been through simcity4 deluxe no bats to completely camelotted so was expecting a few issues when i opened it. the funny thing i had with the "slider bug" is after much fustration i tracked down and BULLDOZED all EDUCATION Buildings after fixing the issue for my Hospitals. After ALL Education Buildings (using the green map et al) were removed I let time go on for a month and then started building education buildings again with NO CHANGE Being made to the Main Education Slider in the Budget Section. (This was because previously I had it fixed at MAXIMUM Funding). I also bulldozed the University which failed to make it self known until after rebuilding schools, art musuems, librarys et al (budget at about 1/2 million with about 200k to spend on education) I saved the city. Exited to region and went back in. At this point I assume the game "realises" that your eligible for the University et al and you can rebuild. This has worked for me and I avoided a potentially disastrous situation.

It should be noted though I did not physically remove any education or healthcare bats or lots. This being said though there is a mediterannean building under the education section (not MBears Library) which when you query it has O for education and may have caused the issue for me.

Hope this helps and its worth a try (head ducking under hear) to TRY this before removing lots et al as I've got about 4gb and it can get very finicky.

Btw for my education I use:

3x3 Elementary and High Schools
Some goober elementary and high schools
BSC Reward offers.

At no point do I ever use Maxis Buildings except for the University, Art Museum, Main Library and OperaHouse.

Hope this helps...

Since none of those are included in jplumbley's mod, those are not the reason for the phantom funding sliders bug.

The phantom funding sliders bug is triggered if you have any of those by SimGoober built in your existing cities,
and then install the updated educational buildings by SimGoober without bulldozing every single one of them first.

The mediterranean building would cause the bug ONLY if you have installed an updated version of it, which changed the capacity of it.
No custom buildings can cause the bug unless the lots have been updated after you physically built at least one of them in your cities.

However, if it shows a capacity of zero, I would bulldoze it right away and remove it from your plugins! $%Grinno$%

3x3 Elementary and High Schools

Which ones and by whom are these?
Note that some old custom schools actually replace the in-game Maxis ones and might cause the bug if you had built any of those by Maxis earlier.

Good thing all my mods affecting civic buildings were installed before I placed them.

Yes, but you also said you haven't used any schools by Maxis except those you listed.
And none of those listed are modded in jplumbley's mod.
He only changes the capacities and radii for the elementary schools, high schools and local branch libraries.
