Trying to create a region from a gray scale image and getting too much water

I am guessing that out of all the geniuses behind custom content in SC4 Devotion land that someone creates custom regions and has an answer for me. I am trying to create a region from the below picture and the problem is there is just a little river that runs through it but SC4 reads it as a huge lake. I am guessing that the scale gradient color is too close to water to separate the flatlands right around the river.

Hoping to hear back from someone with a solution. I have put in too much time not to get some play out of this region now.

There are three things (I can think of) that might help. Using a photo-editing program, lighten some of the gray's so they are above the water line. Or, raise the land mass in GOD mode. Or, use the set sea level mod, to lower the sea level.

Now, if some one has a better idea, I really want to learn about it too.

-Use SC4TF so you can raise/lower the whole region in one click
or
-Compute the correct grey level that match the landshore using the minLevel, importFactor, seaLevel properties of the Terran Examplar ( the calculation is left to you as an exercise ) so'll know how much lighten the jpg

Thanks for the advice RebaLynnTS and wouanagaine.

wouanagaine do you know a link to get the download for SC4T? I am going to try to look it up myself and it is a popular enough program that I should find it but just in case I do not. Also, I do not quite understand your comment about the grey level on the importFactor, seaLevel properties of the Terran Examplar? When I created the region I did not use a value calculated for an ocean or lake. The lowest part on my map was 113m above sea ground and I was using RGB = 86 for land mass. So for my min z scale I came up with -201. I am almost for sure these are my calculations but erased all of them last night.

I think I am going in the right direction but I am very new to this and there are parts of the process I do not understand, I just do the work instructed. Thanks again for the help and hopefully I can get this region up and going.

P.S. Another problem is this region is a 12 x 12 large city tile region so to make a little change to test it out if it works take several minutes to put into the game. Last night the first try almost lasted an entire episode of Law and Order SVU  :D

Newsflash: WOUANAGAINE IS A BRIGHT AND SHINING STAR!!!

Wouanagaine, I have to specifically thank you for pointing me in the right direction and creating an amazing program with SC4TF. I do not know how I have played for this long and not have it on my computer. I played around with adjusting the height and here is my region thanks to your creation.

and the in game shot before any development has been done.

Thanks again everyone for helping out and once again special thanks to wouanagaine.

I use sc4tf all the time, and had no idea it could do that. Will have to look around a bit better next time I fire it up.
