Avenue and Cheetah speed problem

This is a bit of an odd problem I've run into.

You know how an avenue has the middle section? When things are connected to that avenue the middle becomes decorated with flowers, trees etc.

My problem is, while buildings are under construction all the avenues in the city start flickering between having decorations and not (as seen in the above picture). When put on Cheetah speed, this flickering is so much it actually freezes the game.

Now before the "get a better computer" responses, I have a decent machine. 3GHz dual-core, 2gigs RAM, geforce 8600.

Does anyone have any ideas on what's causing this, or how to fix it?

It may be note worthy to mention that this doesn't happen on all my cities, only some.

I think the problem is likely related to new development and the changing wealth-levels.  If there is a lot of low-wealth development along the avenue, then you get a lighter yellow-green grass texture, crappy-looking wooden street lights, and run-down ugly median details.  Medium wealth has a better-looking grass texture, steel street lights, and better-maintained median plants.  High-wealth has fancy traditional street lights along the edges, and fancy center details, and its grass must be loaded with water and fertilizer.  If you have a pretty even mix of these, your textures will change very frequently.  I recommend shifting the mix to mostly medium-wealth or high-wealth; low-wealth is rather ugly (but that's what the world looks like in places, so consider realism when you do that)
My days here are numbered. It's been great and I've had a lot of fun, but I've moved on to bigger and better things.

I guess this somewhat makes sense...
I'm just confused as to why the shift is occurring so frequently, and not across cities.

As of current, the majority of the city is medium to high wealth for both residential and commercial.

I know the "flickering" of the changing decorations is normal. Usually it doesn't bother me at all as it tends to be one stretch of avenue. But when zoomed out further, EVERY avenue in the city is redone at the same time, which is the part that's baffling me.

If you have the Network Addon Mod, then the avenues have been changed so that instead of having the same "wealth-level" between avenue intersections, they have teh same wealth-level EVERYWHERE in any particular city.
