Well for my purpose, it's using a seemingly endless of space for homes in no true pattern. I don't know if thats a good enough explanation but heres some real-life examples.

actually, el_cozu, you are correct! sprawling is just getting roads paved and houses built. even if there is no plan for future growth or problems!
