Would this be possible... being able to place highways and trains via god mode?  I don't know about the rest of you but I hate having to start a city in a region just so I can run a highway or a train connection through it into the neighboring city.  If it was possible to place highways and train tracks in god mode it would be so much better.  Anyone know a way?

I don't think there is a way to do this.

It is no problem to start a city just for placing rail and highway.
Some time ago I begun a new region with planting trees and putting railways and highways in all 25 cities. I also cheated with the moolah cheat and gave every city a million §.
If you want to use the God mode tools afterwards, you just need to use the cheat: press Crlt-alt-shift and click with your mouse on the God mode button. Then terraforming with God mode tools is available again.

Or you can get Warrior's new mod that places the god mode terraforming tools right alongside the mayor ones.  Then you don't even have to bother with the cheat :thumbsup:.
