Do you mean the BSC_VehicleProps-beta-03.dat file?  This can be found in CSX Mega Props - Vol 6 now.

thanx for the reply ScottFTL , but what i mean is among the dependancies in SFBT construction_set . Is it really the same with the one you proposed?

You are talking about the SFBT Construction Site Set, right?  I only ask because there is a SFBT Highway Bridge Construction Set also.

Yes, CSX Mega Props - Vol 6 contains the dependency for these files.  I installed them and scanned with SC4Tool to confirm this.
