Diagonal Fence Props Missing; Need Answer Desperately!!

As some of you know, I like to use the Lot Editor... a lot ::) But a recent problem has been plaguing me. Here's the lot in the LE:



As you can see in the inset, I used jeronij's diagonal fence prop. I have land constraints on the lot so that it can be placed partially in the water (it is a pier; the blue tiles are underwater). Now, when I plop the lot in the desired place this happens:



You can clearly see that the diagonal fences show on one side of the lot, but not the other. I rotated the view a full 360 degrees, but they don't show up on the other side. I then performed another test to see if I "saved" the lot properly. Here's those results:



Now the lot is plopped on land with no land constraints and all of the diagonal fences show up properly. I've went back and forth between the LE and SC4 removing and adding certain elements to get this to work. (I.E. adding water constraints in conjunction with the land constraints, using just water constraints, trying different diagonal props along the edge, etc.) All of my "fixes" have come up with the same result; diagonal props on one side, none on the other.

My question is: is there a way to make those said props visible when put in the location in the first pic (partially on land, partially in water), or is this a bug we simply cannot fix? I hope I was thorough enough in my explanation and any help or insight would be greatly appreciated!

Sorry for double posting, but problem seems to be that I need an offset fence prop so that they'll show on the water's edge. Now I have another question: is it possible to modify an existing prop to make it offset, or does it need to be made all over again. The fence prop used is jeronji's diagonal fence. I'm determined to make this work!  :'(
