Is there real canal tools, not just ornaments?

Are you asking for functional canals, that allow pedestrians to use them with ferries?

If so, Pegasus released Functional Water Taxis and a Functional Small Port as an extension to his CSK2 Set.

Also, the BSC Functional Seaports set contains one (or more?) functional seaports that can be used inland, on canals.
