Landmarks and Mayor Rating

What my question is, can Sims(in Sim City 4 of course) get used to landmarks effect?

Here is what happened. Well I'm pretty new to all this custom content, so while building my city I wanted to grow some residentials and commercials in a city block. They grew(I used DT's mod) and there was some space left where they wouldn't want to grow no matter how long I waited.... So I started plopping landmarks of these same set... I played and then I discovered the Extra Cheats and that commercials if plopped work properly. So I demolished my landmarks(all custom) and started plopping these commercial. And then I hit play... Mayor rating in just less than a year came to -60(rate of some -15). I'm sure of that because I did a lot of tests to prove that. I demolished then the commercials and plopped back the landmark version  and the mayor rating went up with approximately the same rate.
Has anyone had the same problem. Could it be that problem lies in the custom content set, even though the sc4tool reports the landmark effect is pretty much the same as in other lots.

Landmark Effect doesn't affect the mayor rating at all.
Landmark Effect only increases the desirability for commercials.

Instead, all landmarks have another property, the Mayor Rating Effect, which gives it.

The Landmark Effect is usually pretty high (up to 100), whereas the mayor rating effect is a lot smaller (up to 10, and -15 for Alcatraz).

It is fully possible that certain custom landmarks have a much higher mayor rating effect though...

Well, thats what i meant, the mayor rating effect, it's just that I used the wrong term. But my question is, can they or why they get used to a higher rating which ever it that affects all this. My Mayor rating was maxed out when I started plopping these landmarks and then when I removed them it dropped. It was maxed out due to some other content(parks,etc.) years before all this happened.

The maximum mayor rating is 255, and if you keep plopping more landmarks or parks, which normally would increase the mayor rating, you won't get any higher than that.

On the other hand, if you bulldoze structures giving mayor rating effect (whether the mayor rating is maxed out at 255 or not), you will get a reduction in mayor rating, corresponding to the removal of what those structures provided.

So yes, it isn't advantageous to try to max out the mayor rating effect to 255. ::)
And that can easily happen if you plop a custom landmark with too high a mayor rating effect...

Ah, Ok, then I didn't maxed out the MR. I had 128, but the line in the graph showing MR was at highest. Ok, seems it can go more. What I think is weird is that MR did not go to the previous level after bulldozing landmarks, it went way beyow.
