why cant I transit enable some tiles in a lot whith SC4Tool??

well in the TE tool some tiles have L written on them or are completely blue.

The "L" tiles are probably tiles that have a "Land Constraint" and the blue ones are probably a "Water Constraint". These are special properties that tell the game how the Lot behaves when you try to place it on shorelines.

No, at least: I can't. I tried not so long ago.
The best you can do is move the L or W to another tile that you don't want to TE. Then it works.

Open the lot in the Lot Editor and edit the tiles with land or water constraint.
