Cant get custom content to grow.

Hello, i am new to custom content altogether when it comes to SC4, and am i bit confused.

I had been first referred to the mods NAM and CAM by a friend so I found my way here registered and downloaded them. Install was simple, run the installer and all seemed fine. for NAM I have all sorts of new roads/transit options and have just been amazed at some of the work, and the new possibilities it provides. So it appears to work fine.

However I wanted to try my hand at getting a few custom lots. I did a few searches and installed the BSC No maxis mod (CAMpatible) and nothing grows at all. Well that makes sense kind of, ive never downloaded any custom lots...only thing i have so far is NAM CAM and BSC No maxis. So i found a cool pack with some stage 1 2 3 and up residentials,  JENX Re-lotted Vol1. I also got all the dependancies it listed as well, installed them. Ran SC4, still no buildings gorwing at all...period. I give them everything they need to grow but nothing. I made SURE all Tilesets were enabled but still nothing. If I uninstall BSC No Maxis, I begin to get the standard stage 1 2 and 3's but still no JENX Re-Lotted. Did some more searching found myself the tool Cleanitol, and it cant find any problems with the removelists/dependancies that i have.

Also, my game is up to date and patched.

So ive searched google so many times and browsed this forum and cant find any other solutions. Im sure its a noob mistake somewhere but i dont know where to look.

I'm pretty sure JENX Relotted are not R$ lots, but R$$ or even R$$$
As when you start a region, mainly poor people will come, so you need to R$ Stage1 lots to have some growth  (same apply to commerce and industry ) and maybe you'll also need to CTRL-Zone correctly ( ie if you have only one R$ stage1 lot which is 2x2 and you zone 3x3 you'll never be able to grow them )
Unfortunately Stage1 R$ are not that common. Maybe simgoober' caravans are, but I'm not sure

I just installed some gascooker UK Terrace buildings (and the dependency I didn't have) , some R$ 1x1 and R$ 1x2. Plotted some res zones in those sizes and still nothing.

I really don't get what I'm doing wrong. Everything ive put in seems to work besides custom lots.

I think those are growth stage 3, not 1.
