He made them himself. Unfortunately, they are probably not TE'd, so you won't be able to drive on them.

Something I came across...I was lotting (i'm no good at it, as you will see ) But I think this would be a great thing to use for farms. You know how farms by train tracks send freight their, without stations sometimes? i made a growable farm lot with TE'd RR. That way IMHO, it's more realistic. Maybe not for smll farms, but for loading centers and elevators. I'd love to see someone make nice lots with this technology...
