City Will Not Grow!

Okay, I have three (3) neighboring cities, 2 of which are out of room and want to grow like mad. The other city has plenty of room, needs to grow (and I want it to badly), but it wants to curl up in a hole and die. All of the RCI demand is even, if not up slightly (while in the other 2 cities it is through the roof), but the city just sits there. I am totally confused, and if someone might help me I would greatly appreciate it.

If there are road or rail connections between the cities, then the demand of the two busy cities should influence the demand in the empty one.

Even demand means no demand, I beleive - it is possible to have negative demand.

Desirability can also prevent demand, so maybe you should try sprinkling some parks around.

Alright, I've done all of that stuff but my city just barely starts growing. It gains about 1,000 every year, while other cities gain upwards of 5-10K a year. I've got taxes at 7.0, is that too high? I just want my city to fill up quickly.
