troubles with my game, game running slow

I am have problems with my game.
1. my game is running slow when I run the simulation. It is basically unplayable when the city is at a medium size  
As this is the same computer I have had the game running on perfectly I can see that being a problem. I uninstalled SC4 months ago and now I have reinstalled it I am having this problem. The only thing that has changes in my plug-in folder is I deleted the old NAMs and downloads and install the 2 newer versions of NAM, and the newer version of SFBT Euro textures, and BSC no maxis  other then that it is basically the same      

My computer specs
2 x 2.00  GHz
2 GB ram
256 MB vidio card

The other problem I have it when I quit the game the screen goes black and I have to restart my computer.    

If some one could help hear to resolve my problems I would be very much thankful

Did you start a new city? or did you try to pick up on the old city? I find that in order to run an old region you must start with EXACTLY the same plugin you had all along.. if you install fresh, you almost certainly will have lot or mod etc differences and this produces runtime problems.. If you started completely new, you can do as you like as long as you assembly your plugins carefully and "sandbox" them as you go in small batches to be sure you have them installed and running properly with all dependencies.. and that you know what to expect from them.. Since it was running before, I strongly expect that you have changed something.. for example have you applied all the EA patches so that is up-to-date?

Well thanks for the reply SC4BOY .  I had given up hope and I was about to give this game away and buy Anno or something
It a brand new region, all I have done is copied all the zip files on to a USB then re unzipped them and installed them when needed, the only thing that has changed is I have the newer version 2 newer version of NAM. And not the 10 older ones 
I don't know if this means anything but the game seems to stop when the avenues are changing from one type to anther, but this may not be the problem, it is just something I have pick up on.

Also you said "all" the EA patchers, there only seem to be one

also 976, a 2x 2.00 GHz intell peocessor.

Sounds to me like you have something stealing your processor time, an anti-virus suite, lots of small programs like msn and aim running in the background. Maybe even vista(which will more or less hog one of the cores constantly).
I think this is the cause since you said you had it running before, and since windows loves to install things that run in the background taking processor time and memory, its probably the most plausible cause.

Try closing down any processes that are not essential for running the os, open up taskmanager and start killing them, try running the game with only core OS and simcity4.exe running see if that helps.

My XP has 18 processes running when no programs are started, that is all the essentials plus explorer(the windowmanager for windows). I had sc4 running without a problem on my old computer, a 2ghz, 2gb memory 128mb graphics card with 4gb of plugins. But its quite common that people have 30 or even 40 processes running without actually having started anything, every little process takes a little chunk of processor time, and it builds up quickly.

I have also tried closing down all the background programs but it does not do a thing, I have also tried to run SC4 on the lowest settings as well.

edit : i don't know if trhis helps but when SC4 is running the CPU usage is at 51% and the PF Usage is at 765MB

My suggestion is remove the plugins and open a new region.. do you have the problem? Now add the NAM? problems?

If those neither cause problems, it suggests either a problem with or missing elements from the rest of the items.. Put the dependencies only in.. problems?

If ok, now start putting in the items 1 at a time.. you have a small number so shouldn't take long... You should find the issue if you follow this and let us know.
