Phantom Slider Bug

A while back I modded the capacity of the Waste to Energy plant & caught the slider bug.  Evidently there was at least one of these plants that did not get bulldozed before the mod.  Several attempts to correct the bug were unsuccessful, & I ended up deleting all the cities in the region.  I started a new region on a different map without the mod, & strangely enough the slider bug came back affecting other power plants like the hydrogen power plant, which I have never modded.  Is it possible for the slider bug caused by a badly modded lot (Waste to Energy) to affect totally different lots (Hydrogen Power)?  I am not running any plugins for either of these lots.  How do you cure the bug without reinstalling the game?

Delete ALL power related lots, save and exit the game. Re-enter the game and the city, while touching your finger to your nose, and singing "It's a Small World After All!"

Wait a couple months before re-plopping your power lots.  That should do it...

Thanks SimGoober.  I am not sure the city will survive 2 months without power, but I will give it a try.
