What are "labels"?

I stumbled over that several times now, and I can't get rid of the feeling that I'm missing some game feature here ... so what exactly are "labels"? Is there way to name something in SC4 other than with the ugly signs from the mayor menu?
If it's a good idea, go ahead and do it. It's much easier to apologize than it is to get permission.

I think this is what "labels" are - "Hinweis" in the German version of SC4:



You can place labels on streets and such, which certainly looks better than the somewhat ugly sign.

I see .. I've seen that already in so many MDs, but thought it had been photoshoped in later ..
