No residential growth

I start a new region, plop down a residential area, and hook it to another region that has all industrial and power.  Tax rate is low for residents in the residential area, and in the industrial region taxes are low for industry.  Power is funded properly, and their is a regional deal to supply energy to the residential region. 

So I have industry popping to about 600 jobs and then stops. I load the residential region and jobs grow to 80 and then stop.  Residential demand is showing for R$.  But no-one else is moving into my residential area.

I only have NAM installed.

Any ideas?

Build a small agricultural area in the Residential city, only to spur up growth a little. After Residential buildings have developed, combined with Industry in the neighbouring tile, you can dezone the agricultural area.
