More Jobs than Residents in all of my cities!

Is this supposed to happen?  I have about 10% to 30% more jobs (Commercial + Industrial) in ALL of my cities in a region I made..  yet commercial and industrial demand are sky high but residential is negative (although not severely negative)..  I'm not using any unusual plugins..  just NAM, CAM, RTMT, and Census Repository.

Yes, if the EQ is 100, the workforce would normally be 50% of the population.
Due to an error triggered by CAM 1.0, the regional workforce is doubled though.
Thus, if the EQ is above 100, your job count would be higher than your population.
