Power/water Modd

 Hello all,  For years now i have seen SC4 grow to new hieghts.  Thanks to all, we have Modds, Filters, Textures, to create just about anything !
    My question is; has anyone tried, or know of a Mod/Filter that would allow one section, within a region, to supply Power and water to the whole region?
   I have tried to buy power from the Neighbour city, but it seems you must have a % of extra power/water, to even sell. Which allows me to only get about two cities away from power source, but then the sources are unreallistic.
   Trying to develope a region where you have a Dam in the center (kinda like the real Hoover Dam, in the USA) where one power soruce supplies the whole region. 
     I really don't know if those source codes could be changed, or if anyone has even tried.  Just thought i would ask.

What I useally do, is to develop a power providing city ( with nuclear power etc.. ) then just cheat with some tiny power supply lots in other cities.

You can always build such a city, pretend for it to be the power / electricity hub, and then cheat in  the rest of your cities.
