The right type of railroad for the right use

There are 3 kind or railroads, the light rail (el, subway and tram), the heavy rail (passenger and freight trains) and high speed rails (monorail and H.S.R.). When you suggest me to use the light rail, when the heavy and when the high speed?

Here's how I would do it:
- Light rail for local routes (city-wide routes).
- Heavy rail for inter-city routes and freight routes
- High-Speed rail for long distance routes (from one large city to another large city)
