Emergency Vehicle & u-drive-it problem

Hi, hopefully this is the right place to post this.

I am experiencing a few problems with SimCity 4 which only came about after I installed *heaps* of plugins including some emergency vehicle ones.

Firstly, all vehicles are grayed out so I can't drive them.
Secondly, emergency vehicles all dispatch as unit 0 and drive slowly without lights or sirens to where they are sent to.

Can I also point out that I have a legit copy of SimCity 4 & the Rush Hour expansion, and I am using the disc while encountering these errors. I'm just wondering if anyone would know which plugin causes this if anyones had this problem before as I installed a lot of plugins that I have used before and don't really want to go through each and every one.
