I recently have had to replace the hard drive in my computer, as such, I'm having to reinstall my games, i have a problem when attempting to start up Sim city 4 deluxe edition.

The installation goes fine as far as i can tell, but when it finishes it doesn't tell me or anything.

after the installation i tried to start the exe but i get a message box saying;

Windows cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item.

I'm running windows XP 32bit, and I've played it on this computer before

HELP  :'(

    Certainly filed under technical help.  I did some googlework.  The first thing that helped one person was booting in safe mode.  Disconnect your internet wire.  If SC4 works in safe mode (or has a different problem) that means that some other program is messing with you.  The culprit in the case I read was AVG.
   If that doesnt work try a system restore.  Sometimes viruses make system restore not work.  If you download things maybe you should pick trusted things.  If you havent spent too much time on the new install then maybe a re-install of xp is in order.
   After that, you will need someone with detailed skills.

Thanks also for an infinitely more helpful and informative response than EA tech support, (yes i know how to use the printscreen key, that's how i attached the screenshot in my original email "Phil"!)

Sorry bout the rant, it just pissed me off how long i was trying to solve it with them, and then i ask on one forum and I'm led straight to the answer.

My problem was very much the same as the guy on http://howtorepair.info/583/how-to-fix-you-may-not-have-the-appropriate-permissions-to-access-the-item/
Which I'm guessing is the one you were talking about.

I don't use AVG since i replaced my hard drive, i use kaspersky now.
Different anti-virus, same bloody preemptive measures on a harmless game!
